Matori is Giovanni secretary and a member of Team Rocket. She became his main reference for current operations when the Team Rocket began to infiltrate the Unova region. She kept Jessie, James, Meowth informed of their mission and was the one that suggested they be the Team Rocket members for his special mission there to find out information about Dream Energy and the Meteonite.

After the events in the Unova desert, Matori gave Jessie, James, Meowth the runaround when they tried to contact Giovanni and Matori explained that Giovanni was in the middle of an important meeting and couldn't leave it to talk to them. Matori forwarded Giovanni's message to them stating, "From now, you're free to do what you want. Do your best for the sake of the Rocket Gang."
