Charles Goodshow is the president of the Pokémon League and governs the tournaments held across different regions including Kanto, Johto, Houen and Sinnoh. He is also responsible for the Moltres flame which he uses to keep the torches held by the runners lit.

When he saw Ash Ketchum's spirit and attitude he allowed Ash, Misty and Brock be a runner and hold the events torch lit by the Moltres flame.
