While in the forest near Neon Town, Misty spotted Jigglypuff and Misty states that she'd always wanted one of them. Ash, Misty and Brock tried to helped this Jigglypuff sing by improving its voice but it wasn't until Brock found a berry in the forest that helped its sore throat that Jigglypuff was able to sing. Unable to stay awake to listen to it sing, Ash and his friends decide to take Jigglypuff to Neon Town for it to perform to the residents. Unfortunately they were unable to stay awake either but the song did manage to make them less irritable.

Ever since, this Jigglypuff can appeared in numerous places attempting to find someone or a Pokémon which can listen to its whole song without falling asleep. This Jigglypuff can be identified by the marker pen it carries which it uses to draw weird or funny faces on people or Pokémon who fall asleep while listening to its song.
