Nintendo has announced through a press release that the launch of Pokemon HeartGold and SoulSilver versions has been postponed to an unknown date. Below is the press release:

"We have noticed that some carts of Pokemon HeartGold version for the Netherlands and the Dutch part of Belgium don't work like they should.
The quality of our products is important, so we take problems very seriously. For this reason, we have delayed the release of Pokemon HeartGold and SoulSilver in the Netherlands and the Dutch part of Belgium.
Whenever we acquire more information, we will let you know. We sincerely apologize for these circumstances and hope for your understanding.
The games will be released as planned in the French part of Belgium and the rest of Europe on March 26th."

However, some stores are still selling both versions. Some people who have purchased them claim that both work just fine, while others are still encountering the bug. The press release also does not mention if SoulSilver has the same bug as well. Some owners of SoulSilver have claimed that it does.
In response to an email sent to Nintendo, they replied, "When the game is bugged, this becomes clear immedeately after starting the game. If you are experiencing problems, please contact the store where you bought your game or our Customer Service."
