Rio's Mother was staying home with her son while her husband Rio's Father was working in the Kanto region when Rio was a boy for awhile and was away from the family. Her son decided to sent his father a letter but didn't put an address on it, so Dragonite helped him deliver it personally. She told him it was okay to go. Later in life, she was seen waving to her son as Rio departed home.
