Mr. Fuji is a very kind old man who lives in Kanto's Lavender Town. He originally worked for Team Rocket as a scientist, and was one of the creators of Mewtwo. After feeling remorse, he changed his ways and took care of orphaned and abandoned Pokémon. When Lavender Tower is changed from a graveyard to a Radio Station, he took the bodies and helped make a new graveyard. Dr. Fuji in the anime is based off of him.
