The Psyduck Trainer lives near Cerise Laboratory in Vermilion City in the Kanto region. Chloe Cerise saw a picture of him on Chrysa shelf and thought it was her boyfriend. Chloe Cerise tried to reunite them but realized only after getting them together again that Chrysa was just interested in his Psyduck.

She met the Psyduck trainer one snowy day and noticed that his Psyduck didn't like the cold. She loaned it a scarf she had and his Psyduck has worn it ever since on cold and snowy days.
